Taxes: All of Pasadena Is in Harris County

Unlike Pearland, Pasadena sits in one county, so every home is valued by the Harris Central Appraisal District (hcad.org). Your tax bill usually includes the City of Pasadena, your school district, Harris County, the Harris County Flood Control District, the Port of Houston Authority, Harris Health and San Jacinto College.

  • Homestead exemption: once you own and live in the home, file with HCAD by April 30 of the following year. It takes $140,000 off your home's value for school taxes. Step by step: homestead exemption in Harris, Brazoria and Galveston Counties.
  • MUDs and HOAs: most of older Pasadena has no MUD, but some newer subdivisions do, and some have mandatory HOA dues. The HCAD account for any address lists every taxing unit. More: MUD taxes in Texas explained.

Buying an Older Home in Pasadena: What to Inspect

About three out of four Pasadena homes for sale were built before 1980, and many date to the 1940s and 1950s. That is a big part of why Pasadena is affordable, but it changes what you check during your option period:

  • Foundation: look for cracks, sticking doors and uneven floors. If the inspector flags anything, get a foundation engineer before your option period ends.
  • Sewer line: many older homes still have cast iron drain pipes under the slab. A camera scope of the main line costs a few hundred dollars and can save thousands.
  • Electrical and plumbing: ask about the age of the panel and wiring, and whether any galvanized water pipes are left.
  • Roof, windows and AC: these drive both repair costs and your insurance quote.
  • Lead paint: for homes built before 1978, the seller must give you a lead-based paint disclosure.

An older home with updated systems can be a great value. We help you compare the repair list against the price, and use it to negotiate.

Flood Checks for Pasadena Homes

Much of Pasadena drains to Vince Bayou and Armand Bayou. The Harris County Flood Control District says Hurricane Harvey flooded many homes in the Armand Bayou and Vince Bayou watersheds. For any home you like:

  • Check the flood zone on the FEMA Flood Map Service Center and the Harris County Flood Control District maps.
  • Read the seller's disclosure for past flooding and flood insurance claims, and ask whether there is an elevation certificate.
  • Get a flood insurance quote early. Standard homeowner policies do not cover flood, and a new flood policy usually has a 30-day wait.

Down Payment Help for Pasadena Buyers

With so many homes under $300,000, Pasadena is one of the most affordable places to buy near Houston, and some buyers also qualify for down payment and closing cost assistance. Our lender can check which programs you qualify for when you get pre-qualified. Pasadena example: on a $228,000 home (the average in Pasadena's busiest price range) with 3.5% down on an FHA loan, the down payment is about $7,980. Get pre-qualified.

Living in Pasadena

Pasadena is the second-largest city in Harris County, with about 152,000 people in the 2020 Census. It sits southeast of downtown Houston along Pasadena Freeway (Hwy 225) and Beltway 8, close to the Houston Ship Channel, the Port of Houston and the area's refineries and plants, which are major employers. San Jacinto College's Central Campus is here, and Armand Bayou Nature Center is on the south side.
